Willis L. Richardson was born in New York State, the son of Frank W. Richardson and Hattie L. Forbes. His birth date is uncertain but is given as July 1872 in the 1900 census, which is used above. The 1880 census shows Willis with his parents at Philadelphia, Pennsylvania. Willis enlisted in Company C, 46th Infantry Regiment, U.S. Volunteers in October 1899 and served on Luzon and elsewhere in the Philippines during the Spanish-American War. The 1900 census shows Willis as a Private at Indang, Cavite, Philippines. His discharge date is not known, but in a letter home he hoped to be discharged before Christmas 1900. After military service, Willis was in Newark, Essex Co., New Jersey employed making watch cases. Little is subsequently found for Willis until he appears with his wife, Marcia Elizabeth Tylor, at Oklahoma City, Oklahoma Co., Oklahoma in 1923. Willis is listed as a Steam Fitter. Marcia had been previously married to a man with the surname Pitner. She and Willis married ca. 1920. By 1930, Willis and Marcia are at San Diego, San Diego Co., California with Willis still working as a Steam Fitter. He died in San Diego Co. in 1931.
