William was a son of John "Jackie" O'NEAL (a DAR-established Revolutionary War Patriot) and Fannie HALL. William was one of 17 children born to his father's three marriages; William was from the second set of John Jackie's children. William married Melinda GRIMES on July 14, 1818, in Switzerland Co., Indiana. Ten children were born to the marriage: Virletta, Eliza A., Abijah, Emeline, Rebecca, John W., Charles, William S., Sarah, and George. By 1830, William had moved the family to Vermilion Co., Illinois. In 1832, he served in the U.S. Army during the Black Hawk War, serving as a corporal in Company J, Illinois Mt'd Mil. Regiment, in Moore's Brigade. William was widowed in about 1839 when Melinda died soon after birthing their tenth child. On May 5, 1842, in Vermilion Co., Illinois, William married Permelia WALTERS, who had 1st married James GUNN and 2nd married William WILEY. By 1850, William O'NEAL had moved to Navarro Co., Texas, where he worked as a blacksmith. He and wife Permelia were with three of his children from his first marriage: William S., Sarah, and George M. By 1860, he and Permelia had moved to Otter Creek, Linn Co., Iowa, where they lived with Permelia's daughter Susan and Susan's husband, George Cochran. Permelia died in 1864 in Iowa.
