Charlotte was the daughter of Samuel Ward Phelps (1782-1826) and Lydia Paine (1786-1856). She married (1) Henry Greig Chapin who died of tuberculosis at age 29. (1811-1841) on 5 October 1836. She married (2) Eleazer Arthur Paine, a distant cousin. Eleazer was a general in the Civil War. Charlotte was the granddaughter of General Edward Paine. The Paine and Phelps family had many military leaders in their line.
