Born in Hammondsville, Mr. Billman had resided in East Liverpool two years, going there from Alliance. He was a member of the Christian Church, the Protected Home Circle and the Modern Woodmen of America.
Surviving are two sisters, Mrs. C. B. Vermillion of East Liverpool and Mrs. D. P. McBane of Toronto and two brothers, John of Chester, W. Va., and H. R. of California.
