He was born January 24, 1961 in Port Jervis, the son of the late Harry Belcher.
He married Blanche Conklin on October 22 1988, in Port Jervis.
A family statement reads: Richard was a loving husband and father. He loved working in the yard. He also enjoyed caring for his fish tank and his plants.
Surviving are his wife, Blanche Belcher; two sons, Richard and Ricky Belcher, and one daughter, Samantha Belcher, all at home; mother, Beverly Belcher of Port Jervis; four brothers: Harry Belcher and his wife, Rose of of Port Jervis, Donald Belcher and his wife, Debbie of Port Jervis, Kenneth Belcher and companion, Judy of Port Jervis, and Edwin Belcher and his companion, Rose of Port Jervis; three sisters: Irene Morgan of Port Jervis, Mary Martin and her companion, Donald of Port Jervis, and Janice Skellenger and her companion, John of Port Jervis, and several nieces and nephews.
Friends may call at the Gray-Parker Funeral Home, Inc., 100 East Main St., Port Jervis, on Monday, February 26, 2007, from 10 a.m. to 12 noon.
Funeral services will follow on Monday, February 26, at 12 noon in the funeral home. Burial will be at Rural Valley Cemetery, Cuddebackville, N.Y.
