After the war Frank married Emily Josephine Harper. Josephine was two years younger than Frank. They married when Frank was 22 and Josephine was 20. They lived with Josephine's mother, Anna C Harper, at first; then later Josephine and her sister, Elfreda shared the burden of caring for Anna until her death in 1945. 17 November 1927, Frank and Josephine were joined by son Gerald Lee Flanery. Frank support the family by working in different mills, eventually working his way up to being a miller. Josephine worked on and off as a stenographer.
Frank and Josephine must have retired to Oakland, Alameda County, California. Frank died there on 24 May of 1974. Josephine died there on 8 April 1991 at over 92 years of age. Frank is buried at Clackamas Pioneer Cemetery in the same lot with his parents. In May of 2017 the Sons of the Union Veterans of the Civil War installed a marker for his grave. It is unknown where Josephine is buried, we can only hope she rests next to Frank.
