She was one of three daughters born to Carl and Christiana. Her sisters' names were Kathrine and Caroline. Rosa also had two brothers who died in infancy.

Rosa and Louis had one son, Louis Franklin Finley, Jr. He was born on June 20, 1921 in Pennsylvania.
The 1930 Census lists Rosa as married, but the head of the household. Her husband Louis is not listed on the census as living with his family. I found him listed as an inmate at the Eastern State Penitentiary, in Skippack Township, Montgomery, County, Pennsylvania.
