C. Spencer Rowley, 95, passed away on Friday, February 20th at the Heart of Lancaster Regional Medical Center. He had been residing at Pleasant View Retirement Community since August. Spencer was the husband of the late G. Barbara Gillies Rowley, who passed away in 1999. Born in Wilton, NY, he was the son of the late John and Jennie Adkins Rowley. He had worked in civil service from 1950 until his retirement in 1976. He started his career in Schenectady, NY and then had worked in logistics from 1967 to 1976 at the New Cumberland Army Depot in New Cumberland, PA. Spencer was a member of Fletcher Hills Presbyterian Church in El Cajon, CA, where he served as an ordained deacon and elder. He was a member of the National Assn. of Retired Federal Employees, and had served as its chaplain for his local chapters. Spencer was a US Army veteran of World War II, serving as a Sgt. Major in the Pacific Theater. He had served in the campaigns of Luzon, New Guinea and the Southern Philippines. He is survived by his 2 daughters: Jennifer married to Gary Funck of East Petersburg, PA and Susan A. Norris of San Diego, CA; 7 grandchildren and 9 great grandchildren; a nephew Jean F. Rowley of Ithaca, NY and a niece Yvonne Woolley of Schuyler-ville, NY. He was preceded in death by a brother G. Stuart Rowley. Friends will be received on Friday from 6-7PM at the Hoffer Auditorium at Pleasant View Retirement Community, 544 N. Penryn Rd., Manheim, PA, with the memorial service to follow at 7PM. Interment in Woodlawn Cemetery in Newburgh, NY at the convenience of the family. In lieu of flowers, please make contributions in his memory to Fletcher Hills Presbyterian Church, 455 Church Way, El Cajon, CA 92020. Arrangements by the Charles F.
