In 1950 he and Sylvia lived in possibly the same house, which was on Highway 422. He worked as a truck driver for a lumber company.

He died at the Armstrong County Memorial Hospital from an apparent heart attack. He was born in West Franklin Township. Milligan was a retired millwright and a member of the First Brethren Church of West Kittanning. Surviving besides his widow, the former Sylvia John, were a daughter, Mrs. William (Maxine) Dunbar of East Pittsburgh; a son, Burt Toy, of New Florence; eight grandchildren; three brothers, William of Kittanning RD 7, Robert of Kittanning RD 6; and Wayne of Buffalo, N. Y.; and a sister, Mrs. Theodore (Violet) Klingensmith of Ford Cliff.
