James was the son of William S. Scarlett and Sarah Siddle. He may have lived in Nodaway Township, Noel County, Missouri in 1870, working as a farmhand on the the farm of James Wilson.
James lived with his brother-in-law James C. Rice and Martha F. Rice (sister) on East Market St., Reidsville, NC, in the 1900, 1910, and 1920 Federal Censuses. He is buried next to them. He was able to read and write. No record has been located to show he ever married.
