Burr was the son of Thomas Andrew Todd and Francis Evelyn Curo. He married Ruth Irene Walker in July, 1914. They moved to North Dakota between 1914-1917 and later came to Auburn, Washington where Burr worked for the Northern Pacific Railway. They had no biological children but raised Burr's niece, Peggy. Burr loved to dance and we remember him for his aromatic pipe.
