Hugh Jackson represented Liberty, Chambers, Hardin, Orange, and Jefferson counties in the 20th Legislature. A farmer turned lawyer, Jackson was born in Chambers County in 1851 and served as county judge, county clerk, and county surveyor before his election to the House. He was the first native Texan to represent the residents of Liberty County in the Texas House. A state personnel guide from 1887 says he was married to "the daughter of Major Minter, of Liberty, Texas." It also says, "He is five feet, ten inches high, weights one hundred and seventy-two pounds, has dark complexion, jet-black hair, and is a generous friend and pleasant gentleman."
