Ancestry has marriage license for him to a Miss Jewell Anderson in June 1931 and for Thursey McElroy in Oct. 1940.
Per cemetery records an Infant Mumaugh dates 9/11/1944 ashes have been placed in the same grave plot with Francis. Records indicated child passed away 2 days after he did.

Frank II's parents appear to be Francis J. Mumaugh and Ida Mae Augustine, married 10 Nov 1896 in Miami Co, Indiana.
Ida Mae, born in Indiana around 1853, was a sister to Trier Augustine, who married a relative of mine, Susan Bare, around 1868. Ida's parents were Mathaeus and Christina (Blum) Augustin, both born in Hesse-Darmstadt, Germany in 1821 and married 1845 in Hessloch, Hesse-Darmstadt. They appear in US census records for 1870 (Clay, Miami IN) and 1880 (Peru, Miami IN).
I do remember some Moomaw family buried in this cemetery. I cannot help but wonder if there was a name spelling change and they are somehow related.
