William was a son of Henry and Mary Taggart. He married Mary, daughter of Benjamin and Grissell (Shearman) Clarke, January 26, 1755. She died June 11, 1777, and he married second, Almy, daughter of John and Mary Clarke, January 13, 1778, in Little Compton, Rhode Island. For several years he was one of the Judges of the Court of Common Pleas for Newport County and was elected Judge of the Supreme Court. During the Revolutionary War, under General John Sullivan, William Taggart became a Major, in charge of the boats transporting Revolutionary Army troops intent on attacking the British in Newport. He also delivered information provided by the American spy, Isaac Barker. Before the British evacuated Rhode Island, they ravaged the Taggart farm, destroying houses, barns, orchards, fruit trees and fences, thus reducing the Taggart family to poverty.
