US Congressman. He attended public schools in Fort Smith and the University of Arkansas at Fayetteville and the University of Pittsburgh in Pittsburgh, Pennsylvania. He graduated for the law school of Washington and Lee University in 1920. He was admitted to the bar in 1920 and commenced a law practice in Fort Smith, Arkansas. During World War I he served as a seaman in the United States Navy. Upon entering politics he served as city attorney for Fort Smith for ten years and was then elected as a Democrat to the Seventy-sixth Congress in a special election to fill his father's seat upon his death. He was elected to four succeeding terms, serving from September 12, 1939 to January 3, 1949 when he decided not to run for reelection. He was originally interred in Forest Park Cemetery but was relocated to be with his family.
