Born and raised in San Francisco, Billie was the youngest of four daughters born to Clyde and Florence (Olsen) Deming (the firstborn died shortly after birth). Billie's early life was fraught with difficulties: her mother died when she was six years old; her family was affected by the great depression. Because of the death of her mother, she and her two older sisters were raised by their father and their mother's sister, Aunt Olga.

Billie married Alfred "Warren" Settlemyer and had two children, Judy and Roger. Before her marriage she worked in a coffee shop but afterwards the family packed up and moved to Belmont in the San Francisco suburbs where Billie became a full time housewife. Not content with this role, she joined the Belmont School Board and was reelected for several terms. She was active in her community, very outspoken politically and concerned with the quality of education and decency standards. She was musical and artistic and it could be said that she was a woman ahead of her time.

Billie was a beloved wife, mother, grandmother and friend. She died suddenly at age 60 in her sleep from a heart attack.
