William Ewing Barlow or W.E. Barlow was born on or near Redlick Mountain, Pocahontas County Virginia in 1847. His father was John Barlow Jr. and his mother was Emily Ewing Johnson.

John Jr. had breathing problems so he took his young family and moved to Schuyler County, Missouri where his brother, William, had settled. There was unrest in Missouri at that time, the slave holders and the abolitionists were at odds and began to fight in what would be known as "The Little Civil War". John Jr. sent Emily and his family to Gallia County Ohio where his grandparents and other relatives had settled. That was the last time Emily saw her husband as he died soon after they left.

W.E. remained with his mother and siblings until his enlistment to serve in the Civil War. He was a private for the 91st Reg Ohio infantry. After his release from the Army, William returned to Gallia County, married Elizabeth Jane (Betty) Sanders and owned a farm which had a big barn. Many family members remember playing in "Uncle William's" barn. In 1870 they were living in Mason township, Lawrence County near the hamlet of Platform.

In 1903 William and Betty's son Henry Alfred had moved to Delaware County, Indiana. In 1903 William sold their farm in the hills of Ohio and bought property in Albany, Delaware County, Indiana. They had a large home with some acreage. For their occupation they operated a grocery store in Albany. William became a member of the Missionary Baptist Church in 1901. He was also a Mason.
