Joseph was born on 31 July 1796 in Harrison County, West Virginia and was the son of John Rilery and Margaret McHenry Elder who were born in Ireland.

Marriage Bond revealed an agreement on November 22, 1819 between the intended groom, Joseph Elder and the bride's father, William Sheilds. A fee of $150 would be charged if they didn't get married.

Marriage record revealed Joseph Elder and Elizabeth Shields married on 9 December 1819 in Clarksburg, Harrison County, West Virginia.

Joseph was twenty-three and Elizabeth was twenty-four when they married.
