Charles was born May 1860 in Germany. He immigrated to the United States in 1875 with his parents and siblings. He married Fannie in 1884 . By 1900, they had 6 children: Carrie (b. July 1884, CA), Gene (a daughter born Dec. 1887, CA), Fannie (b. July 1888, CA), Annie (b. July 1893, Oregon), Carl (b. Mar. 1895, OR) , and Eila J. (b. May 1899, OR). Fannie had given birth to 7 children, but only 6 survive.

In 1900, the family was living in Lakeview Township, in North Lakeview Town, Lake Co., Oregon, on Water Street. Charles was employed as a liveryman. Also living with the family in 1900 was Charles' nephew, George Tevis, age 20 (b. Calif.)

On 2 July 1907, in Boise, Idaho, Charles was a witness to his brother Asmus F. Tonningsen's marriage to Anna B. Lingenfelter. At that time, Asmus was living in Ontario, Malheur Co., Oregon.
