Andrew entered college at Batavia, New York in 1853, returning in 1855 to marry and settle at East Whitby, Ontario. Like his father before him, he was known as a public spirited man who served his Church and community, and was recognized as a leader for social reform in the Liberal Party. Andrew served on the Township Council, served as a Magistrate (Justice of the Peace), and as a member of the School Board, and was a charter member of the Sons of Temperence Division at Oshawa. He was a Liberal in politics, and was known as a man of cheerful disposition, a good conversationalist and well read.
