Mr. Barber was legally blind from the age of 16 on, after mercuric chloride poisoning, but life was still an adventure for him. He spent many summer days exploring the Central Oregon desert with his cousins, Sonny Walden, Lynn Howland and Billy Howland.

At OSU, he received a bachelor's degree in atmospheric physics and was hired by the Atmospheric Sciences Laboratory at White Sands Missile Range. After several years at WSMR, he earned a master's degree in physical chemistry at New Mexico State University.
He married Alice Hermann and they were married for 29 years before she passed away in 1988. He remarried Geraldine Garcia in January 1989 in Las Cruces, N.M.
Throughout his career, he was determined to overcome his handicap and to assist others to do the same. His persistent drive, positive thinking and ingenuity allowed him to be recognized as the Outstanding Handicapped Federal Employee of the Year in 1981, and honored at a reception in Washington, D.C. as the Distinguished Handicapped American in 1982.
He retired from work with the U.S. Army Research Laboratory in 1993, after 38 years of service.
In the community, he was a Boy Scout scoutmaster for 25 years. His scout troop often invited scouts from the New Mexico School for the Visually Handicapped, and he helped maintain scout facilities at Camp Dale Resler in Cloudcroft, N.M. He was awarded the Silver Beaver Award and the Virgil Order of the Arrow by the scouting organization, and an honorary lifetime membership in the New Mexico State PTA for sharing his scientific knowledge with Boy Scout groups.
