Born and raised in Cave Spring, Georgia, Clifford graduated from the University of Georgia in 1940. He married Geraldine Hill and they had one son, Charles Edward, who died young. During WWII he was a member of the 3rd Armored Division of the First Army (Spearhead) and served as a tank commander. He participated in several major battles in Europe including The Battle of the Bulge.

After the war he moved to Dallas, Georgia where he met and married Margaret Hutchens. In Dallas, Clifford taught Veteran Classes at Dallas High School. Margaret and Clifford were married in 1947 and had four children.

Clifford returned to the Army and served as a tank commander in the Korean War. He was also assigned to the U.S. Embassy in Denmark, Japan, Korea, and to the Pentagon in Washington, D.C. While in the service Clifford received the Purple Heart, the Silver Star, the Bronze Star, and the Legion of Merit.

He retired from the Army in 1963 and returned to Georgia. At the time of his death, Clifford was a resident of Colbert, Georgia and worked for the University of Georgia.
