Born in Ireland about 1844. Came to the United States and had settled, with family, in Cincinnati OH by 1850.
Enlisted in Co D 10th OH Infantry in August 1862. Wounded in the right arm at Battle of Perryville which would result in his discharge from the service on disability grounds.
Re-enlisted on 12th October 1864 and mustered into Co D 183rd OH, serving with that regiment in all of their engagements, including Franklin, Nashville and the Carolinas Campaign.
While on picket duty Pvt O'Neil slipped and fell aggravating his old injury. This necessitated the amputation of his arm and while convalescing, the wound became infected. Pvt O'Neil would die of rheumatic fever on July 22nd 1865.
