U.S. Congressman. A native of Utah, Moss moved to California with his family in 1923. In 1938, he became a member of the California State Democratic Central Committee, on which he served until 1980. A World War II Navy veteran, he was elected to the California State Assembly from 1948 until 1952. In 1953, he was elected to the U.S. House of Representatives, representing California's 3rd District until 1978. He was the author of the Freedom of Information Act (1966), and the Consumer Product Safety Act (1973).
