Perle (he was known by his middle name which was often spelled as Pearl) was the fourth of ten children born to Amanda Price and Edwin Oxford. His father moved the family to Terre Haute soon after the turn of the century. Perle excelled at school and in sports. He was the only son to complete high school and he played semi-pro baseball for several years after graduating in 1915.

Perle married Vida White on 8 Sep 1917 and they had four daughters. In the mid 1920s, Perle travelled North seeking work, first to Chicago and then to Michigan. The family lived in Grand Rapids where he first drove trucks and then became an Insurance Agent. The family again moved to Muskegon where he obtained a position at Continental Motors. He remained there until retirement, upon which he and Vida relocated to a little retirement community in Palm Springs, California.
