Tempest was the third of five children of James H. Delmore and Georgiana Fogil Delmore. She was probably born in Manchester, Hartford Co., Connecticut, as her parents were living there a month after her birth. She grew up in East Hartford.
She was a clerk in a life insurance company before she retired to Florida.
