Dutch was born April 19, 1929, in Kewanee, the son of Samuel and Pauline Dixon Frail. He married Shirley Ouart on Oct. 28, 1988, in Toulon. She survives.
Also surviving are four daughters, Sandy (and Danny) Blakey of Toulon, Sherry (and Don) Landergren of Kewanee, Janet (and Rob) Kamerer of Toulon and Traci (and Brian) Shults of Toulon; one son, Sam (and Donna) Frail of Wichita, Kan.; nine grandchildren; 14 great-grandchildren; six stepgrandchildren, including Brock, Blake, Dylan and Courtney Ouart; two stepsons, Dwaine (and Janelle) Ouart of Toulon and Donald Ouart of Castleton; and one brother, Don (and Helen) Frail of Toulon.
His parents and one stepdaughter, Denise Ouart, preceded him in death.
Dutch was former owner of the Standard Station in Toulon. He also worked for Kraft Foods in Toulon and was a coal miner in area coal mines and in the state of Wyoming.
Dutch was caretaker of the Toulon Cemetery for 10 years and worked for DeBolt-Kidd Funeral Home for 19 years. Most recently he was custodian for the Stark County Court House and was bailiff for the Stark County Courts for many years.
Cremation will follow services, and private burial of ashes will be in Toulon Cemetery at a later date.
