Hal Hutchens was born in Haralson County, GA on August 28th, 1891 to Marie and George Rufe Hutchens. He graduated from Cedartown High School in 1908. Hutch attended the University of Georgia where he was an all-star catcher on the baseball team. He graduated in 1913 with a law degree. From 1913-1917 he practiced law. Hutch entered the army in 1917 and served overseas in the 82nd Division. He was discharged in 1919.

In 1921 Hutch was elected to represent the 28th district in the Georgia State Senate. Later Hutch served as the assistant state fire inspector, a special agent (criminal investigator) with the National Board Fire Underwriters, and State Fire Marshall before becoming Solicitor-General (District Attorney) of the Tallapoosa circuit. He was still the Solicitor-General at his death.

Hutch married Ruth Bartlett in 1923 and they had four daughters.
