The son of William & Harriet (Lishorn) Walters, his whereabouts in 1860 has not yet been established, but he was likely living in (West) Virginia. He was a farm laborer by trade.

A Civil War veteran, he enlisted and mustered into federal service at Charles Town, West Virginia, September 1, 1864, as a private with Co. F, 2nd Maryland Potomac Home Brigade Infantry. When the regiment consolidated into a battalion, he was placed in Co. C. Detached to duty with the 3rd Ohio Cavalry November 11, 1864, he returned to the regiment ca. January 1865 and honorably discharged with his company May 29, 1865.

He married Sarah A. Compton in 1866 and fathered William J. (b. 11/11/68), George Edward (b. 08/26/73), and Harry Luthor (b. 02/14/76). By 1900, he was living in Guilford Township, Franklin County, but died in Chambersburg from "lobar pneumonia" with "chronic interstitial nephritis" a contributing factor. His death certificate claims and 1844 birth year, and the 1900 census agrees.
