Roundell Cecil Palmer, 3rd Earl of Selborne was the son of William Waldegrave Palmer, 2nd Earl of Selborne and Lady Beatrix Maud Cecil.
He married, firstly, Hon. Grace Ridley, daughter of Matthew White Ridley, 1st Viscount Ridley and Hon. Mary Georgiana Marjoribanks, on 9 June 1910.
He married, secondly, Valerie Irene Josephine Margaret de Thomka de Thomkahaza, daughter of Joseph Anthony Nicholas de Thomka de Thomkahaza, on 3 March 1966.
He was MP for the Newton division of Lancashire, Director of Cement at the Ministry of Works from 1940-42, Minister of Economic Warfare from 1942-45 with responsibility for the Special Operations Executive.
