The son of Robert & Harriet (Cox) Arters, in 1860 he was living with his farming family in Caernarvon Township, Lancaster County, Pennsylvania.

A Civil War veteran, he enlisted and mustered into federal service at Lancaster August 22, 1864, as an unassigned private with the 3rd Pennsylvania Heavy Artillery (152nd Pa), and honorably discharged by general order June 9, 1865. His brother Robert served with him.

He married Hannah M. Ray and fathered Lillie M. (b. 01/23/69), Harry Martin (b. 05/27/70), Walter (b. @1875), and Anna Mary (b. 04/12/76). He died suddenly from an apparent heart attack at his home in Churchtown, Lancaster County. His obituary in the Semi-Weekly New Era claims he was fifty-two years of age at his death and further asserts that he had no children.
