The son of Isaac and Matilda Cook. Husband of Anna Marie Fisher. They were married July 30, 1867 in Pottsville, Pa. He served with Co. H, 202nd Pennsylvania Infantry during the Civil War. Monroe collected his Civil War pension from Pennsylvania untill he moved to Ohio. Then collected from Ohio. He served in the Union Army from Feb. 21, 1865 untill August 3, 1865. He died of pneumonia.
