Francis was the son of Lura Avis Howland and Friend August Peters. He graduated from Elmer Meyers High School in Wilkes-Barre, Luzerne County, Pennsylvania, in 1937. On February 22, 1942, he married Roberta Kline, and they raised one daughter and one son.
He worked as a weigh master in the coal industry in Tamaqua, Schuylkill County, Pennsylvania. After attending Deep Springs College in California and the Electronic Data Processing Institute in New York, he worked for Chrysler Finance in Allentown, Lehigh County, Pennsylvania, as a systems analyst.
