During the Civil War, Stephen fought for the Union cause. He enlisted as a private in Company "C", 136 Illinois Volunteer Infantry Regiment. The 136th was organized at Centralia, Illinois and mustered in for 100 days beginning 6/1/1864. They moved to Cairo, Illinois and then to Columbus, Kentucky, being attached to the District of Columbus, Department of the Tennessee, to August, 1864, and Department of the Ohio to September, 1864. They were assigned to garrison duty at Columbus, until September 26 when they left on expedition to Mayfield, Kentucky, on August 12-16. Bullard re-enlisted for 15 days' service against Price's Invasion of Missouri, and was on duty at various points around St. Louis, Missouri, until October 15th of that year. The 136th mustered out at Camp Butler, Illinois, on October 22, 1864. During their service, the regiment lost 2 enlisted men killed, plus 2 officers and 40 enlisted men died of disease for a total dead of 44. Bullard rose to the rank of Corporal and was discharged with the regiment in 1864.
On 4/18/1883 he applied for his veteran's pension, application #480282, and was awarded certificate #502253. After his death, his widow filed application #771063 and received certificate #553170.
