He was the eldest son of George Wiggins and Sarah Devoe Wiggins.

On July 24, 1867 as William H. Wiggins, he married Virginia A. Parish at the District of Columbia.

They were the parents of three children: Grace Belle Wiggins (1869-1914); Jessie L. Wiggins and Effie Wiggins (born December 1880).


Per New York City Municipal Deaths, his wife Virginia P. Wiggins was born about 1847 in Washington, District of Columbia and died in New York City on February 11, 1911. She was the daughter of Levi P. Parrish and Sarah Mincher Parrish. St. Michaels Cemetery was listed as place of interment.

Wiggins. On Friday morning, January 29, 1897 William Hewlett Wiggins, aged sixty years, formerly of New York, but for many years a resident of this city. Relatives and friends invited to attend the funeral services at Oak Hill Chapel today (Monday) February 1 at 3 o'clock PM. Interment private.
