Born in Pulaski, Tennessee, in 1878, Buford later moved to Wewahitchka, Florida, in his childhood. He "read the law" in the office of a Tallahassee lawyer and was admitted to practice in 1900..."
He married first Nora Lee Milliken. He married second Mary Cornelia Munroe and had five or more children with her, including Rivers Henderson Buford, Jr., Martha Hauze Buford Hall, Maxine Frances Buford Smith, Alice Dismukes Buford Stubbins, and Albert Lewis Buford. He married third Mary Hollingsworth and had one child with her.
