US Naval Veteran (1896-1899), Spanish American War and (1917-1918) World War One. He enlisted on October 10, 1896 two months shy of his 16th birthday. During the war, he was an ordinary seaman on USFS Olympia, flagship of Commodore George Dewey's seven-ship Asiatic Squadron, and at the Battle of Manila Bay.

Albert was born in Santa Clara, California, the oldest of the four children of Swiss and German immigrants, John Henry Baer, a carpenter, and his wife, Louisa. Following Albert's discharge from the Navy he worked as a blacksmith and lived in Reno, Nevada. He reenlisted in the Navy on March 23, 1917, a couple weeks before the US declared war on Germany. He died a month after his 38th birthday. Per his obituary, Albert Baer was a prominent citizen in Reno, and the Nevada Attorney General, Leonard Burke Fowler, a native of Visalia, California, delivered the eulogy, with an honor guard from the United Spanish War Veterans delivering a gun salute.
