Phebe was the second wife of the Revolutionary War veteran Samuel Blackman, Sr. They married circa 1793 in Berkshire Co., MA and had two children late in life: a daughter, Martha (1793-1853) and a son, John, b. circa 1798 both born in Partridgefield, Berkshire Co., MA.

The U.S. Federal Census shows Phebe and Samuel living in Berkshire County, Massachusetts through the 1800 census. The 1810 Census shows them living in Lewis County, New York. In 1811, they moved to the village of Sauquoit in Oneida County, New York.

Phebe's parents are Isaiah Babcock, Sr. (1718-1814) and Elizabeth Plumb (1716-1804).
