Mandy was the daughter of John S. and Laura Amanda Foster Sebree. She was born in Benton County, Missouri. She was the first born of six children. Mandy's mother died when she was only twelve and her father just left leaving she and her bothers and sisters to be raised by the community. Mandy was taken in by Susan Page, a widow living in Richland, Morgan County, Missouri. A young man by the name of Thomas Wheatley was working for the Page faimly. This is where Mandy and Thomas met. On May 11, 1911 in Morgan County they were married. Mandy was only sixteen and Susan Page signed for her to get married. She and Thomas settled in Richland and had six girls. Mandy died ten months after the birth of her last child. Leaving Thomas to raise and care for six children.
