Watkins came to Tulare at the age of 3 with his parents, Mr. and Mrs. Syvenus M. Watkins, from Steubenville, Ohio, where he was born. They arrived in Tulare in 1892.
He had been an engineer at the Dairyman's Cooperative Creamery and retired two years ago.
Survivors included his widow, Mrs. Vena Ellen (Smith) Watkins, Tulare; a son, Ralph Chester Watkins, Eureka; two daughters, Mrs. Glen (Dorothy Jane) Harriman, Fresno, and Mrs. Victor (Evelyn) Sachtjen, Nampa, Idaho; a brother, Harley Watkins, Visalia; a half brother, Bill Robertson, Vallejo; three sisters, Mrs. Bruce (Ellen May) Adams, Mrs. Earl (Ina) Davis and Mrs. Ike (Annie) Beck, Tulare; 10 grandchildren and seven great-grandchildren.
Funeral arrangements are pending at the Globe Chapel.
