Fay was the daughter of Arthur and Grace Johnston Bortz. She was a housewife and homemaker and a lifetime member of Community United Presbyterian Church of New Alexandria, where she was a member of the Women's Association and the Clipper Club and a Sunday school teacher. Fay participated in the Crazy 8 Card Club and the Local Women's Card Club, was a New Alexandria telephone operator and a member of the New Alexandria Grange and served as den mother for Cub Scout Troop 345.
