He served aboard the USS Idaho (BB-42), a New Mexico-class battleship, from January 4, 1917 to July 18, 1922.

He served at the U.S. Navy Receiving Station in Philadelphia, Pennsylvania from July 18, 1922 to December 1, 1932.

He retired from the Navy on December 1, 1932 after 29 years of service.

He was recalled to active duty on December 3, 1941.

He was released from active duty on July 21, 1945.

He was originally from Gettysburg, Pennsylvania.

He was married to Mary Catherine (Pettengill) Dubbs.

He was interred in the Gettysburg National Cemetery on October 17, 1945.

He was an older brother of William Henry Dubbs, who is buried in Section 4 of the Gettysburg National Cemetery.
