She was the daughter of Almedia Mae White Hoover (Baxley) and Isaac A. Baxley.

Roxie Lee was the daughter of Almedia J. Sirey and her first husband, Isaac Baxley.

Her family left Corydon in the fall of 1921 and moved to Logansport, Indiana where her sister Gloria was born. From there, they moved to 1027 N. Dearborn Street in Indianapolis. It was while living there that Roxie ingested the carbolic acid which killed her by the time she reached the city hospital.

Newspaper reports vary as to why she took the poison, but all agree that her actions arose over a family dispute.
