Wylie Dugger was the son of James Dugger and Narcissa P. Richardson. He was born in Maury County, Tennessee in 1862. His father was killed in the Civil War at Fort Columbus Kentucky in 1862 and he moved with his brother James to Arkansas in the 1880's. He married his wife Joella Edwards, the daughter of George Edwards and Eliza Price in 1887. He was a successful farmer and was a good father to his children: Clarence Dugger, James Dugger, Lottie Dugger Fecher, Milbon Dugger, Izora Dugger Bevill, Ethel Dugger Fecher, and Homer Dugger. He died of a heart ailment in 1909.
