James Franklin "Frank" Washington was the ninth of 12 children of Matthew Washington and Catherine Louella Walker. He was born in January 6, 1847 and died September 27, 1920.

He fathered 2 or 3 children by Rennah Rich (daughter Sally Chase is buried in the same cemetery).

Frank worked in the family store in Stevenson with his older brother William and ran the store after William's death. For a time after his father's death, Frank lived alone in Big Coon, Jackson County, AL. At the time of the 1870 census, he is a 22-year-old retail merchant. By the 1880 Jackson County, AL Frank is living at home with his mother, brother William, and sisters Celeste Sallie, and daughter Mary Anna.

In interviews with his daughter Sallie, she described her father as a "private banker."

Kate Bradford remembers that "Uncle Frank was a small man and I remember him as always figuring interest or loaning money. He had many visitors on business and I never remember him smiling." In the 1910 Jackson County census, Washington sister Jennie has died and Marianna is still living with her father and Aunt Mazie. In the 1920 Jackson County census, only Frank and Mazie remain at the Washington house.

Frank died shortly after the 1920 census, September 27, 1920 at age 73 in Stevenson and is buried in the Washington Cemetery with his parents and siblings in Stevenson.
