Edwin Bourke was born in the Red River Settlement north of Upper Fort Garry on the east side of the Red River, near the Louise Bridge. Today the community is called Elmwood.
In 1870, Edwin was elected to represent St James District in Manitoba's First Legislature. He was re-elected as a member in 1876-1878, which abolished the Manitoba Upper House.
In 1871, Edwin was chosen as a Captain of the volunteers who organized to protect the country from the Fenian Raids.
Edwin also served on the St James Council and School Board.
Edwin and Isabella had 8 children. While pregnant with the eighth child, Isabelle was gored by a bull and lost the child. They then adopted a child who was Nancy Nabes.
