William James was the son of Thomas and Sarah Handley of 4 Huggens Place, Northfleet and the brother of Thomas, Sarah, Jane, Lucy, Edward, James and Mary.

He was born on 7th September 1861 and bapised at St Botolph's Church, Northfleet on 29th September 1861. He grew up at 4 Huggens Cottages, Northfleet.

He never married and lived with his brother, James William and his family at 36 Samaritan Grove, Northfleet. He worked as a night watchman at the Kent Works cement factory. He was known as "Botney", or sometimes "Baz", but his habit of walking with his feet turned outwards earned him the aditional nick-name of "ten to two feet".

He died at home in 1940 aged seventy-eight and was buried in Northfleet Cemetery, plot number 284L.
