Charles was the son of John L. Howard and Permelia Caroline Hickman. He married Nancy Elizabeth Bridges and they had three children; Elzora B. "Zora," Riley E., and William Pinckney "Pink" Howard.

July 30, 1863 Appointed Corp. January 3/31, 1863 Special Order # 3 from Major-General Curtis: 'Sgt. Charles H. Howard hereby detailed on Recruiting Service.' January/February/March/April 15, 1863 Absent, At Recruiting Station in Springfield, Missouri. July 17, 1863 Absent, Sick at General Hospital in Bloomfield, Missouri. August 1864 On Duty, Acting Quarter-Master Sgt. November 1864 Absent, On Scout Duty. June 15, 1865 Headquarters, 8th Missouri Cavalry Volunteer, Special Order # 39: 'Sgt. Charles H. Howard is hereby reduced to the ranks for conduct prejudicial to good order and Military discipline to take effect this date, by Order of Colonel W. F. Geiger.
