Vallie was the daughter of Eugene Glover Sr and Irene Tyler Glover. She was educated in the Houston County School System. She was a member of Piney Grove Baptist Church in Kathleen, Georgia, where she sang in the Choir. She was a self employed Seamstress, having formerly been employed with Evelyn's Ladies Wear in Warner Robins, Georgia. She was a lifetime member of the Order of Eastern Star and a member of the Warner Robins Kiwanis Club.
She married Thomas Heard on August 2, 1965.
