William James Harper was a bookkeeper, member of the Stony Bank Church, steward, trustee, and secretary of the Sunday School in 1894. He first married in 1896, Effie V. McQuade (1879-1898), and they had one child, Raymond Francis Harper. On June 1, 1904, William was married to Sara Elizabeth Hardy at the Marple Presbyterian Church parsonage in Broomall, Pennsylvania, by the Rev. C. H. Rodney. They had one son, Jacob Robert Harper. In 1916, William and Sara Harper came with William's two sons to Los Angeles, California, and bought the home at 2812 Griffin Avenue, where William and Sara resided until their deaths. William worked for the Southern Pacific Railroad Company until his retirement in 1940. He was a member of the Order of Masons for 36 years. The Lincoln Heights Bulletin News described William as a "devoted husband and father and his friendly personality, sterling integrity, and genuine, kindly manner won for him a large circle of friends."
